Oto 0.6.1: the first run

What the first real run of the getting-started path found, and the catalogue's loose ends.

• A pack installed by Claude Code sits under a version directory; the check accepts that layout, so oto init --pack "${CLAUDE_PLUGIN_ROOT}" works from a pack's start skill.
• auto-claims @2: a Role performs a Procedure, the relation every procedure document needs.
• The catalogue prints the registry's real address, never a credential from the remote, and its embedded explorer expands to the full window.
